Dear Commander Winney,
I wish to personally congratulate you on your recent nomination for the vice Admiral James Bond Stockdale Leadership Award. The award recognizes those officers below the rank of captain in command of a single ship, submarine, or aviation squadron who best embody the inspirational virtues of excellence in leadership characteristic of vice Admiral Stockdale.
While in command of USS BENJAMIN FRANKLIN, you were nominated by a fellow commanding officer, who was also eligible for the award. The nomination wasforwarded to your fleet commander who forwarded the three most competitive nominees to me for final review. A board of senior naval officers met on 25 July and selected two winners, one from the Atlantic Fleet and one from the Pacific Fleet.
Although you were not selected to receive the award, the fact that one of your peers thought enough of your performance in command to nominate you, and that your nomination was one of your fleet commander's three finalists, speaks highly of you and your command.
