I recently learned that Bill Winney has stepped up to the challenges of becoming the next Congressman from Wyoming and I want the people of Wyoming to know how pleased I am that you have the opportunity to have Bill serving you. Hard-working, intelligent, sensible, and devoted to his Nation and to serving each of us, Bill has been my choice on multiple occasions when I needed a proven, gifted, trustworthy person to shoulder unusual responsibilities where no lapses in judgment or attention to detail could be tolerated.
As a hand-picked member of the U. S. Strategic Command staff, Bill was responsible to me for two years for the viability of our Nation's nuclear weapon release procedures for all missiles and bombers and carried out these demanding duties flawlessly. Because of his proven expertise and tireless work ethic, Bill was my by-name choice several years later to join me on a Blue Ribbon Panel working directly for the Director of the National Security Agency and the Commander of our Nation’s Strategic Forces to carry out a serious, objective review of the state of our National Command and Control system cryptographic products. Thanks to Bill’s energy, knowledge and skills, a number of key changes to these critical capabilities were put into service.
Having already proven himself in command of a nuclear-powered ballistic missile submarine, and with my strong personal recommendation, Bill was assigned to command one of our most critical mobile support ships. Stationed in the western Pacific, Bill provided exceptional support to our Navy throughout the Pacific and Indian Ocean wherever needed. As Captain of this unique ship, Bill demonstrated his exceptional wisdom and leadership as he operated independently throughout this two-ocean region with the Fleet Commanders and his crew totally dependent upon Bill’s day-to-day judgment.
Wyoming will not find a more trustworthy, devoted public servant who also has a solid mastery of the challenges of our future, especially in the areas of energy, national and economic security. As a Nation, we are only now starting to grasp the full extent and gravity of the challenges we face in the future. We need to have our very best, experienced, trusted people lead us during these difficult times. My experience with Bill Winney over the past two decades convince me that Bill has the qualities, values, selflessness and drive to be a significant and positive force for Wyoming and for our Nation in the next Congress. I urge you to pay close attention to Bill’s messages to you over the months ahead, support his candidacy and look forward with confidence to the decisive impact that Bill will have for Wyoming and our Nation as your Congressman.
